The Техник Эдийн Засгийн Үндэслэл (ТЭЗУ) is a mandatory pre-investment document required by Mongolian law for any road infrastructure project seeking government or development bank funding. It is both a technical and economic argument — demonstrating that the proposed project is the right solution, at the right scale, in the right location, and that the investment is justified by measurable economic and social returns. A poorly prepared ТЭЗУ fails state examination and delays projects by months or years. Total project cost estimate, funding structure options, and financial sustainability assessment for operation and maintenance over the project lifetime.
Нийгмийн нөлөөллийн үнэлгээ / Social Impact Assessment
Assessment of community impact including access improvements, employment during construction, resettlement requirements, and gender considerations.
Байгаль орчны хяналт шинжилгээ / Environmental Screening
Initial environmental examination (IEE) or Environmental Impact Assessment (EIA) scoping, identifying key issues and mitigation measures for state examination.

Complete ТЭЗУ document package compiled and submitted to the relevant examination body, with active management through to approval.
